I2C: Under what conditions would a SCD = 1 not clear a BB = 1?

According to the documentation a stop condition detected (SCD = 1) condition should clear a bus busy (BB = 1) condition. I am seeing a circumstance where the SCD is not clearing the BB flag. Can anyone provide any insight into what might be happening.

Hardware: TMS320F28335.

Actually, I don't know how it happened. It just happens some time. We will detect the BB Bit to issue an reset of IIC to solve this problem as the MCU is the only master for the IIC in our application.
