Is the xds100v1 emulator that works an external emulator that plugs onto a JTAG header? Or is it one that is embedded on a baseboard such as the one on-board the TI Experimenter Kit EVM?
Do you know if the xds510lc emulator works on any other board/device?

Yes. It works with eZDSP2812 and eZDSP240xA and own Hardware 2406A on CCSV3,3 and with eZDSP2812 CCSV5.1

I work at TI with Brett and just tested the XDS510LC. I am able to connect to F28027 with no problems. Target board is TI BH28xxx Docking Station with TMS320F28027 Control Card in the socket.
Silicon is TMX rev.0 (old, pre-production silicon -- that's what I have on my Control Card).
Emulator is Spectrum Digital XDS510LC Rev.A.
Debugger is Code Composer Studion v5.3.0.
Seems like you have some sort of hardware issue. Is it possible for you to try with another F28027 board, ideally a TI development board?

It occurs to me that XDS510LC uses a 13 MHz default JTAG clock, whereas XDS100 uses 1 MHz (I think). Something like that. Point is, if XDS100 is working but XDS510LC is not, and the problem is because of some board issue on your board, try slowing down the clock on the XDS510LC. I think you can do this using the SdConfigEx utility. You should have gotten an icon for this when you installed CCS. If not, try here: C:\TI\ccsv5\ccs_base\emulation\specdig\sdconfigex\SdConfigEx.exe.
When you run SdConfigEx, I think XDS510LC is covered under XDS510USB emulator at address 0x510. Change the 'TCK Frequency' to say 1 MHz, and try it. Frankly, I've never had much luck doing this, and I'm not positive on whether XDS510LC is covered under XDS510USB. You'd have to check with Spectrum Digital to be sure. Regardless, you can easily try it and see if it helps.

510LC and CCSV5 work with 28027 without any problem.
I am using 510LC for debugging/ production programming f28027 custom boards.
What license the CCS has? It require a valid license to use with any emulator other than xds100 class.

The XDS510LC works fine with F2802x devices. I've tested it myself, and also we have a post from Joy independently confirming it.
The problem must be in either your setup (e.g., CCS, your PC, etc.), or your board.
***What board are you using? Is it a TI EVM, or your own board?
***What is the error message you are getting when you try to connect to the target board?
***Have you checked the PD pin on the JTAG header of the board? It should be 3.3V.

Once more, we have so many times spend, and all tested, but there is no runing with xds510lc an 28027.
Now I do not know, what I should start over with my 22 pieces XDS510LC.
A tool, with so complex, that is no running in a reasonable time, is not good to teaching my studens.

Again, XDS510LC works fine with F2802x devices. You are having a problem getting things to work for some reason, but it is not because of the XDS510LC.

But, you know the CCSV3,3. Whenever you start this tool, first the software ask you, to connent the internet to look for updates.
If you don't want it, you can switch off this.
You know the PCB-Tool EAGLE?.
This tool makes the same without asking.
You see it, if you have running a firewall. Then you can ring up the holine of EAGLE, and you get the information, how to switch off this. The labtop, on running on the CCS5.4, there i no firewal, because I got it recently. O.K.?

So: My firewall is not running on win7.
So I have installed ccs5.4 on XP. There is running my firewall and I can see if the ccs 5.4 want to go to internet.
I was many many times, so many, that I have to wait too long. Unacceptable. 4 minutes.
Then I switched off the connection to the internet, and I can immediatley debugg and work with CCS5.4
But I and the Studeten that I teach, need the internet for documentation.
