I created a new project based off of one of the DP library template projects.  I have commented out sections of code for things I'm not using such as the CLA.  I also created a bit of code to act as a driver so I could talk to an external DAC via SPI.  Everything compiles just fine but once the main.c starts to run I hit the problem noted in the title.  I also managed to put in a breakpoint where the memory location is pointing which looks to be associated with the CodeStartBranch.asm.  The disassembly shows that I'm running into an ESTOP0.  Not sure if that is accurate or not.  Either way I'm not sure what to do in order to fix things.  I'm not sure if this is due to a linker issue, or something else.  I'm really scratching my head trying to figure out just what exactly is going on.
