That is expected. The BOM describes C7 as not populated:

Mark,

The engineer had included the footprint in the board design just in case it might be needed, but determined that it was not necessary after evaluating the hardware. The schematic should have been updated to indicate DNP for C7 according to our best practices, but this action was not done properly in this case.
