TMS320F28375D: Question of BSDL FILE

Part Number: TMS320F28375D
I am checking at a BSDL file "sprm645.bsd" of TMS320F28375DPTPT that can be downloaded from this URL.

According to the BSDL file, pin 17 is VPP but not GPIO99.

Boundary scan can not be done with this BSDL file, but is it correct?
