CCS/TMS320F28335: Break at address "0x3ff9fa" with no debug information available, or outside of program code.

This address is in the boot ROM.  In the C2000Ware release you can find the boot ROM code and memory map.  To see where the PC landed, one option is to load symbols from the  boot ROM .out file.  Another option is to look at the boot ROM .map file.  I looked at the .map file and this address corresponds to the ITRAP.  Somewhere between the boot ROM exiting and your code initializing the PIE the ROM is taking an illegal trap.  You can look at the stack to see where the PC came from.  It is likely a memory map issue or a boot selection issue.
