TMS320F28034: External crystal used, X1 low and high voltage level

Hi,

One doubt about the voltage level on X1, when an external crystal is connected to F28034 X1 and X2.

In the datasheet, it says that, X1 and X2 are 1.8V level signals. That means, the highest level is 1.8V. What about the low level? To make sure that X1 and X2 can work, what's the suggested pk-to-pk voltage? 

My point of view is that, the pk-to-pk of the crystal, should be close to 1.8V, but the high level should not exceed 1.8V.

Below, the high level is 2.2V, higher than 1.8V. It's not OK for F28034. What about the pk-to-pk voltage (2.2V-1.3V=0.9V)? Is it enough?

What about F2837x? It's a little different. If an external crystal is connected to X1 and X2, what's the high level and pk-to-pk voltage?
