I have the following needs:
- developing code and debugging it for generating some PWM signal from a TMS320F28x microncontroller
- after code development, copying such a developed code to a TMS320F28x I have placed in a prototype board, where I have only access to 14-pin JTAG header connected to the internal MCU.
It is my understanding that I could use the TMS320F28027 Experimenter Kit for code developement and debug, but it is not clear wheter I can use the "On-board XDS100v1 JTAG debug probe" integrated in the Docking statition to program an external TMS320F28x I would place in my standalone prototype .

you need to have your PC communicate to a debug probe, that debug probe will then need to connect to the device you are trying to program. How you do that does not matter. External debug probes are offered in the 14 pin connector that you have mentioned. For example: http://www.ti.com/tool/TMDSEMU110-U
If you wish you could adapt the embedded debug probe found in the docking station, and that will work. I suspect that this would take more effort than it is worth, and would suggest you to just buy an external emulator.
