In CCSv9 on the Project menu there is an item called "Import Legacy CCSv3.3 Projects"
That can be used to import a CCSv3 project and create a project in CCSv9.
However that is likely just the first step in your migration. There is more than 10 years between when CCSv3 and CCSv9 were released. The compiler in CCSv9 is much newer and the option sets have changed. CCS will attempt to migrate the options for you but you may have adjustments to make. I am not sure if your Application uses DSP/BIOS or not. If it does you may need to look at moving to a newer version.
The CCS environment has also changed a lot. Here is a link to a CCS workshop for C2000. It was written for CCSv7 but is still very applicable to CCSv9. That will help with getting familiar with the newer CCS.
