TMS320F28379D: Value of HIBBOOTMODE register after reset is not 0xF

Dear TI experts,

I am using the HIBBOOTMODE register in my bootmanager to decide if the application code can be executed, or if a reprogram request is pending. According to the technical reference manual the reset value of the HIBBOOTMODE register is 0xF. In almost every hardware I am using, the reset value is in fact 0xF and both bootmanager and application code are running as expected. However, in one hardware the reset value is 0x7, which causes the bootmanger to fail. When the TRM states the reset value is 0xF, I suppose this is the power on reset (POR). Is this correct? And is it correct,that the HIBBOOTMODE register keeps its contents, after any other reset? (watchdog reset for example)
