SPRA820 describes “Online Stack Overflow Detection on the TMS320C28x DSP”.

Can you tell me if this document is also applicable to the TMS320F28035? We would like to use this feature if possible.

Yes, this should be possible on all of the C28xdevices.

Is this really true also for newer devices with ERAD? So even new devices still have "C28x Emulation Analysis Block"?

Yes, all the C28x devices even the newer ones with ERAD still has these features present.
