TMS320F28379D: The different packages have different pin count

Part Number: TMS320F28379D

TMS320F28379D comes in HLQFP and NFBGA packages and they have 100 and 337 pin counts respectively. How the same microcontroller have different pin counts and what is the best?

    This is pretty normal as various applications have specific package requirement and TI offers the same.
