This is a hardcopy which is supplied along with the kit, mostly a sub-set of whats mentioned in the pdf you are referring to.

Do you have any specific question, while we check to see if the same document is available online as pdf.

This information in the User's Guide is outdated and should be changed. The F28004x LaunchPad is not shipped with a ReadMe document. Instead it should point you to the "Get Started" section on the page below:
