Hello, there are several GPIO which have 15K, pull-down resistor. At power-up (the device is reset and GPIO are inputs), does the 15K pull-down pose a problem?

no a pull-down is actually recommended on signals that need to reliably boot into a desired state.
If the pin defaults to enabling its internal pull up, I would recommend disabling the internal pull up for efficiency, but this should not cause a problem.
Please note if desired a stronger external pull resistor can be used if that helps you application.
