TMS570LS1227: What is the difference between soft restart and power on restart after power down

Dear team,

Could you please tell me what is the  difference between soft restart and power on restart after power down?

Recently my customer encountered a problem as below,

Our device's I2C connect an E2PROM , our device and the E2PROM shares one power supply 3.3V. When the first power-on 570‘s boot fails to read the eeprom, and read three times, all failed to read. And then 570 did a soft restart, then continue to read, but still failed. When the fault happens, the SCL and SDA's waveforms are abnormal(is always high). Only when the power is turned off and then powered on can read successfully.

So I want to know what is the difference between soft restart and power on restart after power down.
