MSP-EXP430F5529LP: I want to connect MSP430F5529LP launch pad and DP83867IRPAP-EVM using USB-2-MDIO

The MSP430F5529LP launchpad and DP83867IRPAP-EVM were intended to be connected using the USB-2-MDIO tool.
However, the PHY ID is not found in the USB-2-MDIO Tool.
Following the USB-2-MDIO Software Tool manual, it also connected Pin and proceeded with Flash.
After running the USB-2-MDIO Tool, two "COM PORTs" are caught, both of which are "Find PHY ID" below.
PHY ID is NOI available as shown in the picture.


I received a reply that following the link you sent me after TI Chat inquiry will solve it, but the same phenomenon occurs even if I try again after flashing it through the UNIFlash tool.

It was also tested by switching MDIO pins and MDC pins after finding that there was a typo, but it was not connected.

Tested using oscilloscope to connect MDIO pin to GND, but no signal found.

The manual says it works normally, but is it a problem that DP83867IRPAP-EVM has a voltage of 2.5V and MSP430F5529 Launchpad has a voltage of 3.3V?
What should I do if it's a problem?

MSP430F5529 The red and green LEDs on the Launchpad indicate that they are normally set up.

Please let me know if there's anything else I need to check or if I can solve it.
