What does your scope say?

Serial.begin sounds like Energia. As far as I know, Serial sends to a "well-known" port, usually whatever port is connected to the Backchannel UART.

If you're connecting to the other MCU using the Booster Pack headers (down each side), remove the TXD/RXD jumpers from J101 ("bridge" header). If you're connecting using J101, check the schematics carefully, since they're wired a bit oddly to accommodate both SW and HW UARTs.

Using energia. The 430s have an Xin and an Xout. Wiring the Xout of the transmitter device to Xin of the receiver device. Removed the RXD/TXD jumpers but that did not help. The receiver does not get a signal from the transmitter and the serial monitor remains blank.

Do you have some additional inputs?

XIN/XOUT go to the crystal oscillator, and won't work for a UART.

You probably want P1.1/P1.2, which are UCA0RXD/TXD respectively. They're over on the side headers. (And leave the RXD/TXD jumpers off.)
