The schematic seems ok. Could you provide some screenshots or messages that indicate what error cause the programming failed.

Which  debug probe you are using? 

It shows that the JTAG communication failed.

1.Check the power supply.

2. check the connection of the SBW.

you can catch the waveform of SBWTDIO and SBWTCLK 

i have try some changes in schematic and it's working i don't know how ?? 

i have removed pull-up  resistor and capacitor connected  on  Programming pin (RST pin ) .

have look in screen-shot  .Now i want to know why it working or is this is a reliable method to fix these issue .

can i remove the pull-up resistor and capacitor from my design  i means can use programming pin without it for long term .

In SBW, the RST pin is also multiplex as SBWDIO for data transmission. The value of the cap is not recommended exceed 1.1nF with MSPFET debugger. Larger value or more parasitic capacitance will influence the communication waveform. You could try to reduce it to 1nF. I think it will work.

In my schematic i had tried 1nF cap but my pcb is not programming will please suggest me cap value for it .(like 2.2nF or something else)

I thinks 1nF is OK. But it depends on your parasitic capacitance on your PCB. If parasitic capacitance is too large, the RST cap should be reduced.
