MSP430F5528: what is device state if reset is low?

hi 

could you tell me if the device keeps some function when RST is low? such as oscillator is still running? 

I am asking this because customer sees noise spectrum of 25MHz and harmonics with TI's motor driver EVM that uses MSP430F5528.

    When the device is in reset, the clock configurations will return to default values (1MHz), and if using XT1 or XT2, those oscillators will stop.  So if there is 25MHz  and harmonics, is it possible there are other sources at that frequency? Do the use an external oscillator to provide a clock to the MSP?
