IEC60730: How can I verify IEC60730 is work on MSP430?

It is quite hard. Because the input is hardware peripheral.

1. If you want to make hardware peripheral abnormal, try to make them work under over spec condition and wait for some time, like over voltage or temperature

2. Another way is to change the software to see its performance to simulate when the MCU is abnormal, what the software will action.

The second method is change software. It means modify IEC60730 library code? 

Yes. That is what I mean. If you want to fully test the IEC60730, I would advice you choose solution one.
