MSP430FR2633: unused captivate pins safe to connect to ground?

Hello,

The datasheet for the MSP430FR2633 mentions that captivate pins have both internal pull up and pull down resistors and at startup are in a high impedance state. Does this mean that they're configured on startup as an input pin?

Is it valid/ safe to leave an unused captivate pin grounded?
