Is there a variation of the MSP430FR2422 that has a storage temperature that goes down to -54 degrees C? If not, is there a similar MSP430 that would meet that non-operating temperature rating?

Unfortunately, we do not have a variation of the MSP430FR2422 that has a operating range below -54 degrees C. We do have a very limited number of MSP430's that have an operating range that goes down to -55 degrees C. What features of the FR2422 do you need the most? That way I can help see if we have a similar part you can use instead.
In addition, feel free to look at the MSP430 product selection page and filter what you need to find a part that will work for your application.

I am looking for that storage temperature rating, at least 1KB of RAM, for it to have 4-wire SPI interface and JTAG interface, to have RST, TEST, and GPIO pins, around 16 pins total (anywhere between 12 and 20 pin would be good) , and a supply voltage of 3.3V.

Apologies, I did confuse storage temperature with operating temperature. There is no real effective way to filter via storage temperature. I did look up our devices based on the specs provided, and unfortunately did not find anything that fit the provided criteria exactly. I did find some MSP430 microcontrollers that have everything except pin count:
MSP430FR572x (minimum 24 pin) - Datasheet
MSP430FR573x (minimum 24 pin) - Datasheet
MSP430i204x (minimum 28 pin) - Datasheet
I believe these would be the closest options for what you are looking for.
