MSP430F6779: MSP430F6779 Processor won't turn on unless JTAG connected

I have a custom PCB board that we designed with an MSP430F6779 processor on it. I am able to program the chip successfully. 

When I power the board without the JTAG programmer connected, the chip won't boot up and run code. When I have the JTAG cable connected, the chip powers on fine and runs code. 

I probed the 3.3V rail, RST, and TEST pins on the chip and in both cases everything looks okay. Let me know if you need any other details for helping. 

Does anyone know what would cause this?
