Help choosing the correct development tools, MSP430F1222

Just for the purpose of clarity, I assume you are referencing the use of the eZ430-F2013 or similar platform.

If UIF wont program the F1222 the way that I want, what other tools are availble to program the F1222 (under $200) if any? 

Yes, the MSP-FET430UIF tool can program the MSP430F1222 on your target board.  I would reference the MSP-FET430 Flash Emulation Tool (FET) (for Use With IAR v3+) User's Guide (SLAU138) or MSP-FET430 Flash Emulation Tool (FET) (for Use With CCE v3.1) User's Guide (SLAU157).
