MSP430FE427A not giving the correct reactive energy

I am using the MSP430FE427 EVM and demo2 software and I am not reading the correct reactive energy which then leads to incorrect Irms, apparent energy and power factor numbers.

I have discovered with 120 Vrms, 5 Arms and a power factor of 1 ( I am using a Chroma 63803 36A AC Load ) the parameters (Vrms, Irms, PF, active, reactive, apparent power) are correct and as long as the reactive energy is small, all the numbers displayed by the MSP430FE427A are correct.

When I change the power factor to .6, I am reading reactive energy (VAR) = 475 VAR from my meter (Chroma 66202 Power Meter) but the MSP430FE427A reads 12.8 VARs.

Does anyone have suggestions as to where to look for the problem?  Is it some software setup that I have missed? or is it my test setup?  How do you create a phase shift for the voltage and current for various PF setup?
