please let me rephrase your question a bit.
Yes, the connected application/launchpad can continue its operation also during charging of the battery. But of course when the battery is charged, the necessary current for the application is not coming out of the battery, as it wouldn't be charged, but it is delivered from the connected USB device, which is supplying the Launchpad and the necessary current for charging the battery.
