PCB design query

Dear Madam Sir,
I intend to use MSP430FE423a microcontroller in our energy meter design. 
I have some queries for PCB design.
1. Can we solder these chips directly to PCB?  OR
2. Do we get sockets which can be soldered first to PCB and the chip can be inserted later.

Where can we get more information for PCB design using TI products?
Can we get some PCB schmatic layout tools from TI?
Are there any recommended tools for PCB design?

    You can solder these devices directly to the PCB.

    There is information at the following location regarding PCB Design Guidelines for QFP packages, which the MSP430FE423A is in.
    Other information is available at the site including Mechanical Drawings of packages, package thermal information, etc.

    TI does not provide any schematic or layout tools.  There are numerous vendors which provide these packages.

    Orcad, Mentor Graphics, Cadence, etc.  Any of those would be acceptable.
