Hey Carlo,
I'm not sure exactly what they are looking for. For MSP430, we specify the operating ranges based on Free air temperature in the device datasheet: http://www.ti.com/lit/ds/symlink/msp430f249.pdf
For the MSP430F249 specifically, there is an 85C max device and a 105C max device.

Hey Carlo,
I've finally been able to feedback on the thermal data for the LQFP package. We don't have the RGC data currently. I've requested it. I don't have an exact timeline currently, but it will likely be several weeks.
Here is the MSP430F249 Thermal Data:
Theta JA = 53.2 Theta JC = 14.3 Theta JB = 24.7
