I am planning to do a proof of concept single phase energy meter. Can I use MSP-EXP430FR6989 launch pad for the same.

In the page, you can find the application of "Electric meter" where you can see the solutions of "Three phase electric meter" and "One-phase electric metering". The recommended MSP430 device is

MSP430F6779A - Three-Phase Electric Meter
MSP430F6736A - One-Phase Electric Meter

You are looking for single phase energy meter. So I recommend device MSP430F6736A. You can find many technical documents, EVM and reference designs in the device page: http://www.ti.com/product/MSP430F6736A/toolssoftware.
