I'm attempting to use a CAPTIVATE-PGMR MSP430 CapTIvate MCU Programmer Board to measure power consumption on a custom board. I am only seeing power supply voltages. Does this only work on dev boards or is it completely implemented in the part? Thank you.

Can you please verify that the MCU is being powered by 3.3V METERED, and not by 3.3V LDO?
3.3V METERED is supplied by the EnergyTrace hardware, so you will need to use 3.3V METERED in order to see the current and power consumption. Using 3.3V LDO instead will cause the behavior you're seeing, where only the voltage is reported.
