please see the details on the USCI features in the User's Guide and the SPI code examples in our Code Composer Studio's Resource Explorer.
Are you intending to use the MSP430 as SPI master? The MSP430 USCI STE functionality is limited to input direction. This means, if e.g. in multi-master mode the MSP needs to output an STE signal, this has to be done by any of the available GPIOs and CPU activity.

in principle yes. Using the P8.4 as GPIO or for other non SPI functionality is possible. Though, if in your setup there should be scenarios where it becomes necessary to avoid collisions between the Masters, you will have to find a SW workaround to handle that.
In case using the MSP430F5659 as the only SPI master, this is of course possible without limitations in the 3 pin mode.
