We classify this as a standard linear regulator. The reason is that drop-out is relatively fixed. The UA78 series uses a Darlington output stage as shown in the block diagram below:
This means that there is a fixed 2xVBE drop minimum from VIN to VOUT.
An LDO uses a single PNP, NMOS, or PMOS transistor as the output stage so can regulate with a VIN-VOUT <1V.
