When moisture develops it is possible moisture could react with conductive contaminants on the PCB forming a short and in this case on the RST pin, would be my guess.

Is the PCB mounted horizontal or verticla?

Keith's suggestion is probably the most common solution.  A conformal coating provides a layer of insulating material over the IC and components that prevents moisture from interacting with the circuits.

Best solution is to seal the enclosure to prevent moisture from getting inside in the first place.

Is there any additional information you can share about the application, why it might be exposed to moisture in the first place?
