TMS570LS1224: HET1 PWM Voltage Level lower than GIO mode

I was using HET1 pins as GIO and using 3.3V output from each HET1 pins.

Now I set up those HET pins for PWM using HalCoGen.

I set up HalCoGen just as is the TI Youtube video (https://training.ti.com/kr/hercules-how-tutorial-pwm-generation-using-hercules-launchpad)

If I probe the signal with the oscilloscope, the duty cycle works fine but the voltage level was changed to about 1.3V.

I looked up technical reference manuals or datasheets but couldn't find any data about voltage level for PWM mode.

Is there any difference of signals between GIO and PWM mode? (i.e. voltage or current limit)

    The NHET pin output is either HIGH (VCCIO) or LOW (0). The output current is 2mA. Is there a external circuitry with pull-down resistors at this NHET pin? When HNET1 pin is used as GIO, what is the voltage level when GIO DOUT is high (1)?
