For 1230PD[0:3], What's the meaning of 8mA and 40mA here.

8mA for each IO, the total should not over than 40mA? Is it right?

    Yes, your understanding is correct. The 40mA is maximum limit for the right and top sides of the I/O ring. This is an accumulative current. Each I/O can drive a max of 8mA. But if you have 5 I/O configured for high drive at 8mA then the total will be 40mA. However, if you configure the I/O at 2mA drive then you can have many more I/Os driving at the same time.
