After the driver board is powered on DC24V, the IC will be burnt directly after 1`2S. Customer would like to know what happen?

I would like to visually inspect the board, can you provide a picture? Something might be shorting the power supply.
Does the device still burn if operating at a lower voltage? Try limiting the current on the power supply that you're using so the device doesn't burn up when he tests this. If the current hits compliance you'll know something is wrong.
If IC is burnt, does he have extra IC he can solder on?

Can you ask customer to try operating at a lower voltage, say 12V? When powering up the EVM please limit the current to 30mA without spinning the motor. You should be able to read the EEPROM settings at this time.
