After connecting all the hall wires (digital), Power and USB I turned the potentiometer anti-clockwise but the motor did not spin. Instead it would 'vibrate' in place. I tried various combinations of motor phase and hall wire combinations and none seem to work.
I did not change any of the default jumper settings.
Hall inputs have been connected to HPn as required.
The ON/OFF and BRAKE/RUN switched are in the correct positions.
Please assist with this.

There are two options to power the hall sensors. If you locate J12, you will find a jumper in a box labeled HALL_PWR_SEL.
The first way is to move the jumper to bridge HALL_PWR and HALL_EXT, and then power the HALL_EXT test point with a DC power supply of 5V.
The second way is to move the jumper to bridge HALL_PWR and VBK (which is the default and what you saw powering the device), and then change VBK to 5V. This can be done by locating the H/W Variant Resistors Box, and then removing R28 (R21 should not be populated either, which is already the case).
This is because MCT8316ZTEVM is a hardware-controlled device, so certain combinations of resistors control settings. For VSEL_BK, which selects the buck voltage VBK, here are the possible configurations:
Before, you had R21 DNP and R28 as a jumper to AGND, which corresponds to 3.3V. When you remove R28, the input sees Hi-Z and the output of VBK becomes 5V.
