DRV10866 speed control with VCC or PWM?

The datasheet says that the speed can be controlled by VCC and PWM input. So when should I use VCC and when to use PWM? Besides, do they have the same resolution? The datasheet only says: "The PWM input signal resolution is less than 1%"

    Vcc is typically used if PWM is not available and the input voltage can be adjusted. This is an older technique.
    PWM is used more often, but requires electronics.

    Vcc resolution depends on the voltage step changes available.
