The highlighted step occurs when both IN1 and IN2 = 0 and the bridge enters Hi-Z. When the bridge enters Hi-Z, the outputs are floating and can be at any voltage between -0.7V and VM +0.7V. In this case, OUT1 floated to 5V and remained there until the outputs were re-enabled. This is expected behavior when the bridge enters Hi-Z mode.
