My customer use DRV8850, below is the SCH,
VadjG = 3V
TEC-EN-G = 5V
TEC-IN1-G=5V
TEC-IN2-G = 0.9V
But there's no output in OUT2-G & OUT1-G, voltage are both about 0.02V.
What might be the problem?

By connecting the inputs together, it causes the bridge to enter Hi-Z. We recommend separating IN1L, IN1H, IN2L, and IN2H.
In addition, for IN1x or IN2x to be logic low, the voltage needs to be less then 0.2 x VCC. In this case, VCC = 3V and 0.2 x VCC = 0.6V. In your schematic IN2H and IN1L are 0.9V. The inputs are between logic low and logic high. We recommend lowering the voltage from 0.9V to less than 0.6V.
