Hi Marco,
How the values for m and n were determined can be found in the appendix of that document, A.1.1 and A.2.1. Simply speaking, they are calculated by setting the desired Q, gain, and cutoff frequency and following the equations to determine the ratios of the components to each other. R2=R, R3=mR, C1=C, and C2=nC.
