Hi Stae,

1. the power rating is related to power stage design and output voltage regulation , because it is PSR controller , so it is designed within 30W at normally condition.

2. Yes , you should design higher voltage than 8.5V , because the Auxwinding would be drop during load/line transient.

3. the no load spec is around 50 / 65 mW @ VIN = 115 V / 230 V
