Hello

I want to be sure  if the TPS7H4010-SEP can output 1.05V (5A)  when the input voltage is 5V.

Rfbt=100K, Rfbb=2286K

How to connect the BIAS pin? to GND or Vout?

    Yes the TPS7H4010-SEP will work with your desired input and output. If you are ok with setting VOUT = VREF (typically 1.006V) you would not even need to use a bottom feedback resistor, just the top one. Otherwise, for VOUT=1.05V the values you shared would work. 

    If you would like to use the BIAS pin to maximize efficiency, you would need to connect it to a rail that is at least 3.3V. Your input voltage would work in this case or you could use an external rail (as long as it is greater than 3.3V). Otherwise, it is also ok to connect BIAS to GND. There are more details on how BIAS can be connected in Section 7.3.6 of the datasheet.
