UCC28911: Offline switcher buck design

We are developing a cost sensitive device that would be powered from a 48V/60V Lithium battery pack in an electric vehicle. Overall the main components of the device would have a MCU and a GSM module. In automotive conditions, we can see load dumps due to inductive components that can lead to surges of 400V as described in this Maxim app note. Here are the specs that we are looking for
Input voltage: Nominal 70 to 40V, during load dump it can go to 400V
Output preferred option: 4.4V with 500mA normal load and 2A (0.5 ms every 4 ms) bursts current capability for GSM when communicating
Output second option: Any output voltage between (12V to 35V), and >8W output for GSM bursts.
Primary design criteria: low total BoM cost
Second design criteria: low PCB area
We were looking at TI's offline converters. Would they be able to meet the specs mentioned above?
