Hi Art,
Ta is added to the temperature rise to make for Tj. For example, you can have Ta of -40C, but with a PD of (for example) 1.8W and RJA=122C/W, you would have a temperature rise of 1.8*122 = 220C, bringing your junction temperature to 180C, which is beyond absolute maximum.
In other words, TJ will always be greater than TA due to power dissipation as heat.
