BQ20Z75 FETControl

I am having issues with getting the BQ20Z75 into Normal Mode.  I have set the NR bit set but the BQ20Z75 overrides any writes I make to FETControl (0x46) and turns off  the CHG and ZVCHG FETs within a second.   The DSG FET does not get turned off.  Are there any other register settings or requirements other than NR being set or PRES pulled low that are required for Normal Mode?
