BQ24157: BQ24157 does not charge below 3V

Hello， technical staff of TI

I have using BQ24157, but I found that when the battery voltage is below 3V, the BQ24157 does not work properly. 

I read the specification that when the battery voltage is lower than Vshort, there will be a  short current to continue charging.

Does BQ24157 support 0 volt charging? If so, why can't I charge the battery below 3V.
