Your start-up time will be influenced by your soft-start value capacitor.
Would you be able to link the schematic you are using so we can verify Ton?

Thank you for sharing your schematic with us. I will go ahead into the lab to show you real data. Please give me a day so I can collect the data.
On the meanwhile, from simulations I obtained the following:
The red is Ven and blue is Vout. From the point where EN is completely high to Vout completely high ~146us
From EN high to 90% of VOUT the time shows 131us.

Here are the Scope Shots I collected today:
Vin=5.8V
Vout=5.1V
Ven=5.8V just to set a value, but Vin is not tied to Ven.
As observed timing~1.3ms.
