LM5176: VCC regulator of lm5176 draws power from bias input instead of VIN

At present, I use lm5176 for circuit design, with input voltage of 8V ~ 36V and output voltage of 12V / 6A. The bias pin has been connected to the output. At present, the circuit can output 12V normally. VCC pin should output 12V voltage? But I actually measured only 7V.

If the bias pin is connected to the output, should the VCC pin output the same voltage as the bias?
