TPS2372: can I use a TI DCDC buck converter IC together with POE PD interface chip like TPS2372?

i am planning to use POE PD interface chip to get power about 15W from ethernet, but I found that all POE PD interface chip need complex discrete components externally to get a dedicated voltage. so my question is:

if the POE input must be isolated from my own system power?  and i must use a transformer to do that?

if i can use a DCDC buck converter IC  to connect with POE PD interface chip to get the voltage i need? if yes, do you have any recommendation? i need 5V 3A power
